2019 Legislative Update

TAX CUTS FOR HARD WORKING TENNESSEANS

• Eliminated the annual $400 Professional Privilege Tax on 15 professions so Tennesseans holding these licenses do not have to pay for the “privilege” of earning a living.
• Eliminated several tax inequities on small businesses, including the repeal of the amusement tax on small gyms and fitness centers to even the playing field with their larger counterparts.
• Tax Relief for Farmers — Removed sales tax on agricultural water and agricultural trailers.

IMPROVING HEALTHCARE

• The new Medicaid Block Grants law calls for Governor Bill Lee to request a block grant waiver from the Centers for Medicare and Medicaid Services (CMS) to better serve recipients of the state’s TennCare program and to lower the tax burden on Tennesseans.
• Co Sponsored the Katie Beckett Waiver to expand TennCare coverage to in-home care for adult children with severe and medically complex disabilities whose parents’ incomes exceed current limits set for the program.
• Sponsored a bill that allows patients or providers to request partial fills on needed opioid prescriptions, while encouraging providers to request the lowest effective amount

STRENGTHENING PUBLIC EDUCATION

• Created the Governor’s Investment in Vocational Education (GIVE) Grant Program to expand access to vocational and technical training to students.
• Invested $71 million in pay raises for teachers across Tennessee and investment in professional development programming.
• Invested an additional $175 million in new funding to support teachers and students in public schools.

We secured funding for the following important local organizations.

• Tennessee Fallen Firefighters Memorial in Bedford County — $10,000 a year ƒ
• Marshall County Babe Ruth League, Inc. — $28,000 ƒ
• CASA, Inc. in Rutherford, Marshall, Bedford, and Lincoln — $2,000 in each county ƒ
• MTSU’s School of Concrete and Construction — $40,100,000 total
